පාර්ලිමේන්තු මන්ත්රී නාමල් රාජපක්ෂ මහතා තම සමාජ ජාල ගිණුමේ තබා ඇති සටහනක් මෙහි දැක්වෙයි. -- 22 වන ආණ්ඩුක්රම ව්යවස්ථා සංශෝධනය පිළිබඳව පාර්ලිමේන්තුව තුළින් අද තීරණයක් ලැබී ඇත. ජනමත විචාරණයක් ව්යවස්ථානුකූලව අවශ්ය නොවන බවට ශ්රේෂ්ඨාධිකරණය ලබා දුන් තීන්දුවට මම ගරු කරමි. නමුත් තවමත් මතු කළ යුතු ප්රශ්න කිහිපයක් ඇත. එනම් මෙම ව්යවස්ථා සංශෝධන සිදු කිරීමට මේ මොහොතම තෝරා ගන්නේ ඇයි?. එහි ස්වාධීනත්වය ආරක්ෂා කිරීමට ඇති ආරක්ෂණ මොනවාද? යන ගැටළු මතු විය යුතු බව විශ්වාස කරමි. මෙලෙස සිදු කෙරෙන සංශෝධන සහ විධිවිධාන කිසිදු පුද්ගලයෙක් මූලික කරගෙන හෝ පුද්ගල අවශ්යතා මත පදනම්ව හෝ වත්මන් අවශ්යතාවයන් මත හෝ සිදු වන්නක් නොව, අදාළ ආයතන වල යහපත සහ ස්වාධීනත්වය සුරැකීම සඳහා යොදා ගත යුතු බැවින් ඉතා ප්රවේශමෙන් සලකා බැලිය යුතු බව අවධාරණය කරමි. සෑම පුරවැසියෙකුගේම අපේක්ෂාවන් වන ස්වාධීන අධිකරණයක්, ක්රියා පටිපාටියකට අනුකූල වූ නීතිමය රාමුවක් සහ දේශපාලන බලපෑම්වලින් තොර යුක්තියක් යන සාධක කිහිපය ඉල්ලා සිටිමි. ආණ්ඩුව, දේශපාලනඥයන් ගතිකත්වයෙන් යුතුව වෙනස් වන සුළු බැවින් ද, බලයද අතින් අත මාරු වන්නේය. එහෙත් අද බලය දරන පුද්ගලයාගෙන් හෝ අනාගතයේ බලය දරන ඕනෑම අයෙකුගෙන් අධිකරණයේ ස්වාධීනත්වය ආරක්ෂා විය යුතු බව විශ්වාස කරමි. ඒ, අධිකරණයේ ස්වාධීනත්වය අන් කවරෙකුටත් වඩා විශාල මූලධර්මයක් වන බැවිනි.
