මහජනතාවට සහ පරිසරයට බාධාකාරී වන අයුරින් සිදුකරන ශබ්ද දූෂණය හෙවත් ප්රජා ඝෝෂාවන් පාලනය කිරීම සඳහා මධ්යම පරිසර අධිකාරිය විසින් නව රෙගුලාසි මාලාවක් හඳුන්වා දී තිබේ. මෙම නව නීතිමය ප්රතිපාදන යටතේ ශබ්ද දූෂණය සිදුකරන පුද්ගලයන් වරෙන්තුවක් නොමැතිව අත්අඩංගුවට ගැනීමට පොලිසියට බලය හිමිවේ. වසර 26කට පසුව සංශෝධනය කරන ලද ජාතික පාරිසරික පනත යටතේ මෙම නව රෙගුලාසි ක්රියාත්මක වේ. මෙහි ඇති සුවිශේෂීම ලක්ෂණය වන්නේ ශබ්ද දූෂණය "සංඥේය වරදක්" ලෙස නම් කර තිබීමයි. ශ්රී ලංකා නීතියට අනුව සංඥේය වරදක් යනු පොලිසියට අධිකරණ වරෙන්තුවක් නොමැතිව සැකකරුවෙකු අත්අඩංගුවට ගත හැකි බරපතල ගණයේ අපරාධයකි. නව රෙගුලාසිවලට අනුව ප්රජා ඝෝෂා ගණයට පහත කරුණු ඇතුළත් වේ. • පොදු ප්රවාහන බස් රථවල අධික ශබ්දයෙන් යුතුව ගුවන් විදුලි යන්ත්ර, සබ් වූෆර් සහ ස්පීකර් භාවිතය. • උස් හඬින් ශබ්ද විකාශන යන්ත්ර භාවිතය. • වාහනවල නලා (Horns) අධික ලෙස ශබ්ද කිරීම. • රාත්රී කාලයේදී අසල්වැසියන්ට සහ මහජනතාවට බාධා වන අයුරින් සිදුකරන විවිධ ශබ්ද නිකුත් කිරීම්. විශේෂයෙන්ම පොදු ප්රවාහන බස් රථවල මගීන්ට පීඩාකාරී වන අයුරින් වාදනය කරන අධික ශබ්ද සහිත සංගීතය පාලනය කිරීමට මෙමගින් වැඩි අවධානයක් යොමු කර ඇත. මධ්යම පරිසර අධිකාරියේ අධ්යක්ෂ ජනරාල් කපිල මනෝහර රාජපක්ෂ මහතා සඳහන් කළේ, මෙම නව රෙගුලාසි මගින් පුරවැසියන්ගේ විනෝදාස්වාදය, සංස්කෘතික හෝ ආගමික නිදහසට බාධා කිරීමක් සිදු නොවන බවයි. එහි මූලික අරමුණ වන්නේ සියලු දෙනාට ජීවත් වීමට සුදුසු, පීඩාකාරී නොවන පරිසරයක් නිර්මාණය කිරීම බව ඔහු අවධාරණය කළේය. මෙම පනත් කෙටුම්පත 2025 වසරේදී කැබිනට් අනුමැතිය ලබාගත් අතර, 2026 ජුනි 24 වැනිදා පාර්ලිමේන්තුවේදී වැඩි ඡන්දයෙන් සම්මත විය. මෙම රෙගුලාසි පූර්ණ ලෙස බලාත්මක කිරීමට පෙර ඒ පිළිබඳව මහජන සාකච්ඡාවක් පවත්වා ජනතාව දැනුවත් කිරීමට ද මධ්යම පරිසර අධිකාරිය බලාපොරොත්තු වේ. ඉන් අනතුරුව පොලිස් දෙපාර්තමේන්තුව සමඟ ඒකාබද්ධව නීතිය තදින් ක්රියාත්මක කිරීමට නියමිතය. New Regulations Launched to Combat Noise Pollution in Sri Lanka The Central Environmental Authority (CEA) has introduced a new set of regulations aimed at controlling noise pollution, which poses a significant threat to both the public and the environment. This initiative comes as a response to the need for stricter measures to address disturbances in communities. Under these regulations, police are now empowered to apprehend individuals responsible for noise pollution without a prior court warrant, marking a significant shift in enforcement capabilities. These new rules are part of an amended National Environmental Act that has been under revision for 26 years. A notable aspect of the regulations is the classification of noise pollution as a "cognizable offense." According to Sri Lankan law, this categorization allows law enforcement to detain individuals implicated in serious crimes without requiring a court order. The new regulations specifically target various sources of excessive noise, particularly in public transport. Key provisions include: • The use of sound systems, subwoofers, and speakers on public buses that produce loud noise. • Use of high-volume sound amplification equipment. • Excessive honking from vehicles. • Various noise emissions that disturb neighbors and the general public during nighttime. The CEA has expressed heightened concern about controlling loud music being played on public buses, which is particularly distressing for passengers. Kapila Manohara Rajapaksha, the Director General of the Central Environmental Authority, emphasized that these regulations would not hinder citizens' enjoyment or their cultural or religious freedoms. The primary objective is to foster a comfortable and non-disturbing living environment for all. This legislative framework received Cabinet approval in 2025 and was passed with a majority in Parliament on June 24, 2026. Before full implementation, the CEA aims to engage the public in discussions to raise awareness surrounding these regulations. Following this initiative, there are plans to enforce the law strictly in collaboration with the police department. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
