කන සපා කෑ කාන්තාවට යුක්තිය ඉල්ලයි..

ඉඩම් ආරවුලක් සම්බන්ධයෙන් ඇති වූ ගැටුමකදී කන සපා කෑමට ලක්වූ බව කියන සීතාඑළිය බෝල කන්ද ප්‍රදේශයේ කාන්තාවකට මෙතෙක් සාධාරණය ඉටු වී නොමැති බවට එල්ල වූ පැමිණිල්ලක් සම්බන්ධයෙන් ශ්‍රී ලංකා මානව හිමිකම් කොමිෂන් සභාව විමර්ශනයක් සිදුකර, නුවරඑළිය පොලිසිය ඇතුළු අදාළ බලධාරීන්ගේ ක්‍රියාකලාපය සම්බන්ධයෙන් නිර්දේශයක් නිකුත් කර තිබේ. වින්දිත කාන්තාව වෙනුවෙන් United Human Rights Organization මඟින් මානව හිමිකම් කොමිෂන් සභාව වෙත ඉදිරිපත් කර තිබූ HRC/HAT/58/26/N දරන පැමිණිල්ල විමර්ශනය කිරීමෙන් අනතුරුව මෙම නිර්දේශය නුවරඑළිය ප්‍රාදේශීය ලේකම්වරයා වෙත නිකුත් කර ඇත. නුවරඑළිය–හැටන් මානව හිමිකම් කොමිෂන් සභා ප්‍රාදේශීය කාර්යාලය මඟින් 2026 ජූලි 31 දිනැති ලිපියක් මඟින් අදාළ නිර්දේශය දැනුම් දී ඇති බව පැමිණිලි පාර්ශ්වය පවසයි. පැමිණිල්ලට අනුව, සීතාඑළිය බෝල කන්ද ප්‍රදේශයේ පදිංචි නෝනා බට්ටෝන් නම් කාන්තාවට අයත් ඉඩම සම්බන්ධයෙන් අසල්වැසි පුද්ගලයකු සමඟ ඇති වූ ආරවුලක් දුරදිග යාමෙන් මෙම සිද්ධිය ඇති වී තිබේ. එහිදී අදාළ කාන්තාව මාර්ගයක් භාවිත කිරීමට විරෝධය පළ කිරීමේදී ඇගේ කන සපා කෑ බව කියන සිද්ධියක් 2026.03.04 සිදුව ඇති අතර එම සිද්ධිය මාධ්‍ය අරහාද පසුගිය කාලවලදී ආන්දෝලනයට තුඩු දෙමින් කතා බහට ලක් විය විය , එම සිද්ධිය සම්බන්ධයෙන් නිසි පරිදි නීතිය ක්‍රියාත්මක වී නොමැති බවට ඇයගේ පාර්ශ්වයෙන් චෝදනා එල්ල වී තිබේ. මානව හිමිකම් කොමිෂන් සභාව වෙත ඉදිරිපත් කළ පැමිණිල්ල සම්බන්ධයෙන් සිදුකළ විමර්ශනයේදී අදාළ ප්‍රදේශයේ ග්‍රාම නිලධාරීවරියගේ ක්‍රියාකලාපය සම්බන්ධයෙන්ද කරුණු අනාවරණය වී ඇති බව පැමිණිලි පාර්ශ්වය පවසයි. එමෙන්ම, කන සපා කෑම සම්බන්ධ සිද්ධිය පිළිබඳ නුවරඑළිය පොලිසිය මඟින් සිදුකරන ලද විමර්ශනවලදී ඇතැම් අවස්ථාවල ඒකපාර්ශ්වික ස්වභාවයක් පැවති බවත්, ඒ හේතුවෙන් වින්දිත පාර්ශ්වයට සාධාරණයක් ඉටු කිරීමට අවශ්‍ය පියවර ගෙන නොමැති බවත් මානව හිමිකම් කොමිෂන් සභාවේ නිර්දේශය මඟින් පෙන්වා දී ඇති බව සඳහන් වේ. ගැටලුව සම්බන්ධයෙන් කටයුතු කිරීමේදී පාර්ශ්වයන් අතර ආගමික පදනමින් වෙනස්කම් සිදුකර ඇති බවටද පැමිණිල්ලෙන් කරුණු ඉදිරිපත් කර ඇති අතර, අදාළ විමර්ශන සාධාරණත්වයකින් සහ අපක්ෂපාතීත්වයකින් සිදුකර තිබේද යන්න සම්බන්ධයෙන්ද කොමිසමේ අවධානය යොමු වී තිබේ. මෙම නිර්දේශ 1996 අංක 21 දරන ශ්‍රී ලංකා මානව හිමිකම් කොමිෂන් සභා පනත යටතේ කොමිසම වෙත පැවරී ඇති බලතල අනුව ඉදිරිපත් කර ඇති බවද අදාළ ලිපියේ සඳහන් වේ. මේ සම්බන්ධයෙන් අදහස් දැක්වූ වින්දිත පාර්ශ්වය වෙනුවෙන් මානව හිමිකම් කොමිෂන් සභාව වෙත පැමිණිල්ල ඉදිරිපත් කළ United Human Rights Organization හි අධ්‍යක්ෂ ප්‍රණීතා වර්ණකුලසූරිය මහත්මිය පැවසුවේ කන සපා කෑමට ලක්වූ කාන්තාවට සිද්ධියෙන් මාස හයකට ආසන්න කාලයක් ගතව තිබුණද තවමත් සාධාරණය ඉටු වී නොමැති බවයි. “නුවරඑළිය පොලිසියේ නිලධාරීන් කිහිප අවස්ථාවකදීම මෙම සිද්ධිය සම්බන්ධයෙන් කටයුතු කිරීමේදී ඒකපාර්ශ්වික ස්වභාවයකින් කටයුතු කර තිබෙනවා. චෝදනා එල්ල වී ඇති පාර්ශ්වය පවසන කරුණු පමණක් සැලකිල්ලට ගෙන, වින්දිත පාර්ශ්වයට සාධාරණයක් ඉටු කිරීමට අවශ්‍ය ආකාරයෙන් මැදිහත් වී නැහැ,” යනුවෙන් ඇය පැවසුවාය. ග්‍රාම නිලධාරීවරියගේ ක්‍රියාකලාපය සම්බන්ධයෙන්ද චෝදනා එල්ල කරන ප්‍රණීතා වර්ණකුලසූරිය මහත්මිය, “ග්‍රාම නිලධාරීවරියත් වින්දිත පාර්ශ්වයේ කරුණු වෙනුවට චෝදනා එල්ල වී ඇති පාර්ශ්වයේ කරුණු කෙරෙහි වැඩි අවධානයක් යොමු කර ඇති බවට අපට පෙනී යනවා,” යැයි සඳහන් කළාය. මෙවැනි තත්ත්වයක් තුළ රාජකාරි ඉටු කිරීමේදී පුද්ගලයන්ගේ ආගම හෝ වෙනත් පසුබිම් කරුණු මත වෙනස් කොට සැලකීමක් සිදු නොවිය යුතු බව අවධාරණය කළ ඇය, සියලු පාර්ශ්වයන්ට සමාන ලෙස නීතිය ක්‍රියාත්මක කිරීමේ අවශ්‍යතාව පෙන්වා දුන්නාය. “වගකිවයුතු බලධාරීන්ගෙන් අපි ඉල්ලා සිටින්නේ මෙම ගැටලුව සම්බන්ධයෙන් විනිවිදභාවයෙන් යුතු, සාධාරණ සහ අපක්ෂපාතී විමර්ශනයක් සිදුකර වින්දිත පාර්ශ්වයට යුක්තිය ඉටු කරන ලෙසයි,” යනුවෙන් ප්‍රණීතා වර්ණකුලසූරිය මහත්මිය වැඩිදුරටත් පැවසුවාය. ආර්.එෆ්.එම්.සුහෙල් - නුවරඑළිය Human Rights Commission Investigates Ongoing Dispute in Nuwara Eliya Land Case A serious incident involving a woman from the Sita Ella Bolakanda area, who reportedly suffered injuries during a land dispute, has prompted an inquiry by the Sri Lankan Human Rights Commission. The commission has issued recommendations regarding the actions of local authorities, including the Nuwara Eliya police, in relation to the ongoing case. The complaint, identified as HRC/HAT/58/26/N and submitted to the commission by the United Human Rights Organization on behalf of the injured woman, has led to this investigation. The recommendations were subsequently forwarded to the Nuwara Eliya Regional Secretary. According to the complainants, the Human Rights Commission's regional office in Nuwara Eliya sent a letter detailing the recommendations on July 31, 2026. The dispute centers around land owned by a woman named Nona Battone in Sita Ella Bolakanda, which escalated due to conflicts with a neighboring resident. On March 4, 2026, it is alleged that the woman was injured after facing resistance while trying to use a road, a situation that has sparked considerable public outcry and media attention in recent months. Concerns have been raised regarding the lack of appropriate legal action taken following the incident. Allegations have surfaced regarding the conduct of the local Grama Niladhari (village officer) in the investigation, revealing potential biases. The report from the Human Rights Commission indicates that some police inquiries into the assault were biased, failing to take necessary actions to secure justice for the victim. The complainants also provided information suggesting that the dispute had been exacerbated by religious differences between the parties involved. The commission has been alerted to whether the investigations had been conducted fairly and impartially. The findings were presented in accordance with the powers conferred upon the commission by Act No. 21 of 1996, according to a statement included in the letter. Pranitha Warnakulasuriya, the Director of the United Human Rights Organization, emphasized that despite nearly six months having passed since the incident, justice remains unserved for the woman who sustained injuries. "The officials from the Nuwara Eliya police have been observed acting with bias on several occasions, only considering statements from the accused party while neglecting the victim’s claims, thereby denying her the justice she deserves," she stated. Warnakulasuriya further criticized the Grama Niladhari, asserting that there appears to be undue focus on the allegations made by the accused party rather than the facts presented by the victim. She underscored the importance of ensuring that investigations are carried out without prejudice based on individuals' religion or background, advocating for equal application of the law to all parties involved.
