ඉන්දියාවේ ට්රයිඩන්ට් චෙම්පර් සමාගම සමඟ සිදුකළ ප්රමිතියෙන් තොර ගල්අඟුරු ගනුදෙනුව හේතුවෙන් ලංකා විදුලි උත්පාදන (පුද්ගලික) සමාගමට මාස හතරක් වැනි කෙටි කාලයක් තුළ රුපියල් බිලියන 5.68ක සෘජු මූල්ය පාඩුවක් සිදුව ඇති බව සන්ඩේ ටයිම්ස් පුවත්පත වාර්තා කරයි. ලංකා විදුලිබල මණ්ඩලයේ අනුප්රාප්තික සමාගම වන EGL ආයතනය විසින් මෙම පාඩුව ගණනය කර ඇත්තේ මෙවසරේ මාර්තු 01 වැනිදා සිට ජූනි 30 වැනිදා දක්වා කාලය තුළ වාර්තා වූ මෙහෙයුම් දත්ත පදනම් කරගනිමිනි. මෙම ඇස්තමේන්තුවට අනුව, සාමාන්ය තත්ත්වයන් යටතේ භාවිත වන ගල්අඟුරු ප්රමාණයට වඩා බාල ගල්අඟුරු භාවිතයේදී වැඩි ප්රමාණයක් දහනය කිරීමට සිදුවීම මෙම දැවැන්ත පාඩුවට ප්රධාන හේතුව වී තිබේ. යටිතල පහසුකම් සහ උපායමාර්ගික සංවර්ධනය පිළිබඳ පාර්ලිමේන්තු ආංශික අධීක්ෂණ කාරක සභාව (SOC) වෙත මේ සතියේ ඉදිරිපත් කරන ලද වාර්තාවක දැක්වෙන්නේ, බාල ගල්අඟුරු භාවිතය නිසා ඇති වූ විදුලි හිඟය පියවා ගැනීමට විකල්ප බලශක්ති ප්රභවයන්ගෙන් විදුලිය උත්පාදනය කිරීමට වැය වූ අතිරේක පිරිවැය මෙම පාඩු ගණනය කිරීමට ඇතුළත් කර නොමැති බවයි. එම පිරිවැය ද ඇතුළත් කළහොත් සමස්ත පාඩුව මීට වඩා බෙහෙවින් ඉහළ යා හැකි බව එම වාර්තාව පෙන්වා දෙයි. බාල ගල්අඟුරු භාවිතය හේතුවෙන් බලාගාරයේ යන්ත්රෝපකරණවලට සිදුවූ හානිය සහ ඒවායේ ක්ෂය වීම් පිළිබඳව ද වාර්තාවක් ඉදිරිපත් කරන ලෙස කාරක සභාව නියෝග කර තිබුණි. එහෙත් එවැනි අසාමාන්ය හානියක් සිදුවූ බවට මෙතෙක් ප්රමාණවත් සාක්ෂි හමු වී නොමැති බව පවසන EGL ආයතනය, කෙසේ වෙතත් අදාළ මාස හතරක කාලය තුළ බලාගාර නඩත්තු කටයුතු සඳහා රුපියල් මිලියන 1.33ක පිරිවැයක් දැරීමට සිදුවූ බව සඳහන් කරයි. ගල්අඟුරු මෝල් නඩත්තුව සහ ගල්අඟුරු සිරවීම් පිරිසිදු කිරීම වැනි කටයුතු සඳහා මෙම මුදල වැය වී ඇති අතර එය බාල ගල්අඟුරු භාවිතයේ සෘජු ප්රතිඵලයක් බව විශ්වාස කෙරේ. මේ අතර, අදාළ සැපයුම්කරු විසින් තබා තිබූ ඇමරිකානු ඩොලර් මිලියන 14.75ක (රුපියල් බිලියන 4ක පමණ) කාර්යසාධන ඇපකරය රාජසන්තක කර ඇති බව EGL ආයතනය කාරක සභාවට දන්වා ඇත. ගිවිසුම්ගත කොන්දේසි උල්ලංඝනය කිරීම් සහ සාම්පල පරීක්ෂාවලදී අනාවරණය වූ අඩුපාඩු මත මේ වන විට සමස්තයක් ලෙස ඇමරිකානු ඩොලර් මිලියන 51.27ක මුදලක් අයකර ගැනීමට පියවර ගෙන ඇති බව ද එම වාර්තාවේ වැඩිදුරටත් සඳහන් වේ. This finding was reported by the Sunday Times, shedding light on a serious financial oversight. The financial impact was calculated based on operational data from March 1 to June 30 of this year, according to EGL, the subsidiary of the Ceylon Electricity Board tasked with procurement. The report highlights that during this period, the company had to burn excessive amounts of sub-standard coal, far exceeding the usual quantities, leading to significant losses. A parliamentary report presented to the Sectoral Oversight Committee (SOC) this week indicates that additional costs incurred from generating electricity through alternative energy sources, necessary to compensate for the deficit caused by the poor-quality coal, were not included in these loss calculations. Should these expenses be accounted for, the overall financial loss could potentially rise even further, as the report suggests. The improper use of substandard coal not only affected the operational efficiency but also caused damage to the power plant’s machinery and accelerated equipment deterioration. The committee has instructed EGL to provide detailed findings regarding the extent of this equipment damage. Despite the serious allegations, EGL clarified that sufficient evidence regarding unusual damage has not yet been found. However, it admitted that maintenance activities over the past four months have incurred costs amounting to Rs. 1.33 million, which directly relates to the use of the low-quality coal. This amount was spent on maintenance tasks like coal mill upkeep and cleaning coal lines, which are seen as direct consequences of using inferior coal. In addition, EGL reported to the committee that a performance guarantee worth $14.75 million (approximately Rs. 4 billion) has been encumbered due to the supplier's failure to meet contractual obligations. Furthermore, actions have been initiated to recover a total sum of $51.27 million based on breaches identified during sampling inspections. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
