අල්ලස් හෝ දූෂණ චෝදනා සම්බන්ධයෙන් සත්‍ය තොරතුරු සහ සියලු තත්ත්වයන් හෙළිදරව් කරන සැකකරුවන්ට එරෙහිව නඩු පැවරීමෙන් වැළකී සිටීමට හෝ චෝදනා ඉවත් කර ගැනීමට අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිෂන් සභාවේ අධ්‍යක්ෂ ජනරාල්වරයාට බලතල පැවරීමට යෝජනා වී ඇත. 2023 අංක 9 දරන දූෂණ විරෝධී පනත සඳහා ඉදිරිපත් කර ඇති නව සංශෝධනවලට අනුව මෙම බලතල හිමිවීමට නියමිතය. ජනාධිපති අනුර කුමාර දිසානායක මහතාගේ නියෝගයකට අනුව මෙම සංශෝධන ප්‍රකාශයට පත් කර ඇති අතර, ඇතැම් වගන්තිවල නීතිමය බලපෑම සම්බන්ධයෙන් ද මෙහිදී වෙනස්කම් සිදු කර තිබේ. පනතේ 67 වැනි වගන්තිය සංශෝධනය කිරීමට යෝජනා වී ඇති අතර, ඒ අනුව මහේස්ත්‍රාත් අධිකරණවල ගොනු කර ඇති නඩු පවා ඉවත් කර ගැනීමට අධ්‍යක්ෂ ජනරාල්වරයාට අවස්ථාව හිමි වේ. යම් වරදකට හවුල් වූ අයෙකු තමා දන්නා සියලු සත්‍ය තොරතුරු හෙළිදරව් කරන්නේ නම්, ඔහුට එරෙහිව නඩු නොපැවරීමට හෝ නඩු පැවරීමෙන් නිදහස් කිරීමට මෙමගින් ඉඩ සැලසේ. දූෂිත ක්‍රියාවල ප්‍රතිඵලයක් ලෙස උපයාගත් හෝ පරිවර්තනය කරන ලද ඕනෑම දේපළක වටිනාකම අයකර ගැනීමට නව සංශෝධන මගින් ප්‍රතිපාදන සලසා ඇත. යම් පුද්ගලයෙකු දූෂිත ක්‍රියාවක් හරහා ලබාගත් කිසියම් ප්‍රදානයක්, පත්වීමක්, ප්‍රතිලාභයක් හෝ වාසියක් වේ නම්, ඔහු වරදකරු කරනු ලැබූ දින සිට එම සියලු වරප්‍රසාද නීති විරෝධී ලෙස සලකා අහෝසි කිරීමට ද යෝජනා වී තිබේ. පළාත් රාජ්‍ය සේවයේ හෝ පොලිස් සේවයේ නිලධාරීන් සහ සේවකයන් තාවකාලිකව හෝ ස්ථිරව කොමිෂන් සභාවේ සේවය සඳහා පත් කිරීමට ද මෙම නව සංශෝධන මගින් අවස්ථාව සලසා දී ඇත. Proposed Amendments to Anti-Corruption Act Grant New Powers to Investigators New legislative amendments to the Anti-Corruption Act, numbered 9 of 2023, aim to empower the Director General of the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) to avoid filing cases against or withdraw allegations from suspects who fully disclose relevant information and circumstances regarding bribery and corruption. These changes, authorized by President Anura Kumara Dissanayake, also bring alterations to the legal ramifications associated with certain exceptions within the law. Proposed revisions to Section 67 of the Act will grant the Director General the authority to dismiss cases filed in Magistrate Courts, provided that an individual involved reveals all known truthful information about a wrongdoing. This amendment would allow for the prevention of charges being filed or the release from prosecution. The new changes additionally establish provisions to seize the value of any property obtained or transformed as a direct result of corrupt practices. If an individual gains any benefit, appointment, advantage, or privilege through corrupt actions, it is proposed that these rewards be deemed unlawful and revoked as of the date the offense was committed. Moreover, the amendments offer the opportunity for officials and employees of provincial public services or police services to be temporarily or permanently appointed to serve within the Commission. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
