This unprecedented growth in physical cash contrasts sharply with the 'digital payments' landscape that has overwhelmed the Gross Domestic Product. Concerns grow as citizens hold substantial cash reserves amidst a flourishing underground economy. This trend is primarily attributed to widespread corruption and increasing illicit dealings. The report matches these observations with a sharp rise in the outflow of illicit funds and fraudulent money towards foreign accounts. Data from the Central Bank of Sri Lanka indicates that between 2024 and the first quarter of 2026, an estimated USD 200 million will be siphoned from the country solely through stock investments, a staggering fourfold increase compared to the previous five-year average. While there has been a downturn in the overall condominium market, the demand for luxury accommodations has surged dramatically. Statistics reveal that 52% of the housing units sold in the first quarter of 2026 were high-end properties, a significant increase from 33% in the previous year. This trend not only illustrates shifting market dynamics but also affirms that corrupt politicians and criminals are using the luxury real estate sector as a key avenue for laundering dirty money. The report further indicates that wealth within the country is increasingly concentrated in the hands of a wealthy elite, while the broader population grapples with soaring inflation, poverty, and job displacement. Currently, over 25% of Sri Lanka’s population lives in poverty, with youth unemployment soaring above 43%.
