Committee Submits Interim Report on Prison Regulations to President The Minister of Justice and National Integration, Harshana Nanayakkara, has announced that an interim report from a committee tasked with updating the legal framework and permanent regulations under the Prisons Ordinance has been submitted to the President. This statement was made during a special media briefing held on October 14 at the Ministry of Justice. Providing further insights, the Minister emphasized the importance of a recent discussion led by the President, where prominent Buddhist monks, including the spiritual leader Galagodaatte Gnanasara Thero, were consulted regarding the circumstances surrounding the incarceration of the latter. The meeting also included Minister of Buddha Sasana, Religious and Cultural Affairs, Sunil Senanayake, among others. It was concluded that a committee should be established to update the Prisons Ordinance and its associated regulations and provisions. Under this initiative, the President appointed the Secretary of the Buddha Sasana, Religious and Cultural Affairs Ministry, W.P. Senevirathna, as the chairperson of the newly formed committee. Other members include the Additional Secretary from the Ministry of Justice and National Integration, Piyumanthi Peiris, and other officials such as Vasantha Ariyaratna and the General Commissioner of Buddhist Affairs, Gamini Senarathna. The Prisons Commissioner, A.C. Gajananayake, also participated in the discussions. The President assured the esteemed monks that concrete steps would be taken to resolve the issues within two weeks. In accordance with this, the committee has already delivered an interim report to the President. A copy of this report has also been received from the Presidential Secretary, outlining recommendations to amend section 356 of the Prisons Ordinance and introduce section 356(a), along with proposals to revise section 550 of departmental regulations. As a key recommendation, the report calls for notification to the Department of Buddhist Affairs for the removal of any personal belongings when incarcerating a Buddhist monk. Additionally, in the case of a prisoner from another religious community, the necessary adjustments to these provisions will be made accordingly. Moreover, an amendment to section 550 is suggested to clarify situations when a Buddhist monk is released from prison, granting them permission to wear their robes if they need to exit for any reason. This right will remain until formal instructions to the contrary are communicated from either party or organization involved. These two points are central to the proposed amendments. An interim report related to this matter has been forwarded to the General Prison Commissioner, advising him to implement the specified amendments to the current legal provisions governing prisons as outlined in the recommendations. *Note: In case of any discrepancy between the Sinhala and English versions, the Sinhala version shall prevail.
